It's definitely too early to say that those are indeed earthquake alarms. It's rather a research showing some promise in the area of predicting earthquakes. 

A team of geologists from Iceland, Sweden and Saudi Arabia has found out that prior to an earthquake, some changes in the contents of well water and underground water can be seen. 

At this point, it's hardly any indicator of earthquakes, but, given that the same processes could be observed all over the world, it might become a basis to such method of predecting upcoming earthquakes.
