I am telling you the basic property of rational numbers which I know.

The value of a rational number does not change if both the numerator and the denominator of a rational number are
1. multiplied by the same(non-zero) integer.
2. divided by the same(non-zero) integer.

May you get a better answer than this one because I know only one and the basic property of rational numbers.
