Here, Manoj is being denied his right to education. He can write a letter to the dean or the principal of the college complaining about the clerk. Or he can write a letter to the mayor or the chief minister as well. Also, Manoj is being discriminated against on the basis of his community. So this is another crime committed by the clerk.
