When the light is dim, the rods on our retina produce Rhodopsin, a pigment that enables the rods to see shapes in darkness.

Also, the cones pigment Iodopsin is bleached. Since iodopsin is the pigment that gives color vision and that is not present in dim light, we cannot see colors.
