g is gravitational acceleration which is 9.8 but opposite acceleration is also takking place so take g=9.8-2 which is 7.8 so weight will be mass×g ok them simply compare the percentage of the first time with lift at rest and then lift with accelration

The lift is moving up that is why the weight will be equal to W=m(g+a). So the apparent weight will be increased .
