Copper is a metal and metals are considered as good conductors oh heat. Metals posses more free electron inside them. These free electron move over the metal and they help to carry heat from one end to the another one. But in contrary to this, glass doesn't posses such free electrons like copper. Hence, in copper the rate of conduction of heat is much faster than that of glass. Hence copper seems hotter than glass though they both are heated at same temperature.

When glass and copper pieces are heated to the same temperature are touched , the copper piece seems warmer then the glass piece. This is because copper being one of the best of heat allows maximum heat to pass through it and glass being a bad conductor does not allow much heat to pass through which makes copper pieces warmer than glass pieces.
