Since the wheels are attached, the distance travelled by both the wheels will be same. 
In 1 revolution, distance travelled by larger wheel= πd = π×40
In 150 revolutions, distance travelled by larger wheel= 150πd = π×40×150

In 1 revolution, distance travelled by smaller wheel= πd = π×24
number of revolutions = (π×40×150)/(π×24) = 250

So the smaller wheel will make 250 revolutions.
