The atom has three orbits or energy levels namely 1st, 2nd and 3rd. The first orbit of an atom can occupy the maximum of 2 electrons. The second orbit can occupy a maximum of 8 electrons. The third orbital can occupy a maximum of 18 electrons. Hence, the maximum electron holding capacity is 2+8+18=28 electrons.
