In liquids the electrical conductivity does not happen by transfer of electrons.No charge is transferred by the motion of free electron.

However, electrical conductivity is different in different liquids. While salt is an efficient conductor , the distilled water is not.

Conduction of  electricity in water is occurs through ions carrying electrical charges.These ions are responsible for electricity as positive ions move towards the direction of current and negative to opposite of it.
