H2PO2 where is tendency to accept electrons
but coming to H2PO3 it has suffuceint electrons it cannot accept so H2PO2 is stronger than H3PO3
ex you are poor if any body gives you money you will take say just for example
but if your rich anybody give money to you will not accept

The hydrogen atoms in OH bond are ionisable and are acidic whereas the P-H bonds have reducing property. The number of P-H bonds is more in H₃P0₂ than H₃PO₃. Therefore, it is stronger reducing agent than H₃PO₃.
