2.How does kinetic energy affect the stopping distance of a vehicle traveling at 30 mph compared to the same vehicle traveling at 60 mph?

The kinetic energy is also known as the movement energy.
So the understanding goes for both of the vehicle which are travelling at different speed. But yes the 60mph one will take more time to stop as it is running at a high speed so it will take time for the friction to produce and the movement which is the kinetic energy to stop.
