Water is incompressible. Tires, while being flexible do not easily expand. Thus when you hit a bump, the tire can not compress like it does with air in it. The force would tend to damage and eventually destroy the tire. As you point out the tire would be heavier as well. These reasons together are why liquid filled tires are not used on cars, bikes, planes etc.
