What is the difference between Potential and Reserve Resources.

I have NCERT book but I can't understand from their.
According to me and after the search I made,
*Potential* resources are- The resources that have not been identified correctly and there couldn't the availability of technology for utilising them and the government do not have plans for using them and they are not really *reserving* them but because of certain reasons, those resources have not been used.
*Reserve* resources are- The resources that have been identified correctly and entirely and are reserved for future.


Potential resources:-These resources are found in a region,but haven't been utilised. they aren't developed properly. Reserve:- This includes the stock which can be put in the use with the technically known methods but haven't put in a use and is kept aside for future use.
