We assume that velocity is changed from 18m/s to 16m/s.  The question has to be corrected.

             V² - u² = 2 a S
             16² - 18² = 2 a 40
                          a = - 0.85 m/sec²
   time duration for reducing speed from 18 to 16 m/sec² : 
             ( v - u )/ a  =  (16 - 18) / -0.85 = 2.35 sec

final velocity = v = u + at            0 = 16 - 0.85 t
                   t = 16/0.85 = 18.82 sec

Total time to come to rest from 18 m/sec speed :  2.35+18.82 sec
