Number of voters who did not vote = 25%

Number of votes polled = N - 25% N = N - 0.25 N = 0.75 N

Number of votes polled for losing candidate = 40 % of 0.75 N  = 0.40 * 0.75 N
                 = 0.3 N
Number of votes polled for winning candidate = 0.3 N + 900

Number of votes polled = 0.75 N = 0.3N + (.3 N  +900)

                 0.15 N = 900

             N = 6000 = total number of voters.
