No chlorine isnt a base...this reacn shows that when acid is added in water it results in hydronium ion...
in this reaction hcl being strong acid dissociate to produce numerous h+ ion and cl- ion further h+ ion reacts with water(h2o) to give hydronium ion
(h+) + h2o--------->h3o+ (hydronium ion)
