 Acid radical is an anion (negatively charged ion)  left after removal of hydrogen  cation (positively charged ions) from an acid. OR an acid that had lost 1 or more  H+ ions are called Acid radicals.

eg: NO3^-

The basic radical is the cation left after removal of OH or other alkaline group from the bases.
