when the wire is bent to form circle the upper half & lower half of the wire has length L/2 so resistance of the upper half & lower half of the wire = 10/2 = 5Ω

so when connected in the given manner the effective resistance of the wire will b as if 2 wires of resistance 5Ω r in parallel

so effective resistance of the wire will b 5/2 = 2.5 Ω
