Yes, fluid opposes the motion of object moving in it due to friction and reaction (when a body moves inside a fluid, it pushes aside the fluid in front of it, resulting in an equal and opposite reaction).
For example, light gets refracted and slows down inside water when enetring from air (though air is fluid, too). The same happens when light enters the atmosphere from space.
