This statement is wrong.

Because speed ≥ velocity and speed cannot be -ve. That means speed = velocity = 0

In other words if velocity = 0 displacement = 0. And distance ≥ displacement and  distance cannot be -ve. Therefore distance =0 and which implies speed =0.

Incorrect. Average velocity is zero because initial and final points are same after completion of one revolution. where as average speed is not zero because it will cover certain distance in one revolution.
