Commissioner James Hay was a hard nosed Scot who took over as head of the Salvation Army in Australia in 1909. He effectively curtailed and eventually closed the Limelight Department. While leader of the Salvation Army in Australia , Hay earned the nickname ‘Bricksand Mortar’ for his capacity to develop property. He left a legacy of buildings of a standard design across the country that became an stereotypical image of Salvation Army halls in many Australian minds.
