                                Make In India – Program/Campaign/Policy

Make in India is a new initiative taken by PM Modi’s government a year ago towards attracting foreign investors to set up manufacturing facilities in India.  Over the previous decades, foreign organizations have complained that it is difficult to start and continue manufacturing business in India.  There are many reasons cited for that.  Indian government has its reasons for having its current set of policies.  It is not possible to agree to all those requests lest they harm local companies and economy.  Sometimes getting licenses takes years and red-tapism plays its part.  The tag "Made in India" has globally a low impression and mocked at, as compared to "Made in China/Korea/US/Japan."  A number of business opportunities have turned away to other countries.

However, in 2014 Modiji has announced major reforms to facilitate investments.  It is a set of actions taken for fostering innovation, protecting intellectual property rights of the company, provide simpler procedures to obtain and renew licenses, and world class infrastructure to support production facilities.

The complexity in the policies and procedures of the government are simplified.  De-licensing and deregulation measures are implemented.  So the processing of applications is now faster and done with transparency.  There is a eBiz portal on internet for makeinindia, through which the applications are accepted.  The various states of the country are also asked to go for required certifications to satisfy the entrepreneurs.  Restrictions on manufacturing of certain defense related items are lifted.  Services of various central government department offices and ministries are integrated into a smooth workflow based system on the eBiz portal.  Hence, red tapism is reduced.

The regulations, environmental clearances, compliance requirements are simplified and available online.  The records that the companies are expected to maintain are also simplified and to be put online.  For manufacturing of non-hazardous materials the process of certification is even more simplified.

The procedures to set up production facility, the marketing issues, pricing methods, worker related matters, economic policy related matters, customs, excise, sales related tax system matters, geographical related points are all written down for a clear understanding of the investor.  Information related to relevant Acts. and laws is also furnished on the portal.  Simply, an investor is educated on all aspects of doing business in India.  So an investor is now less ignorant and more confident in entering and continuing business.  Thus the complaint of investors has been solved.

India promises to set up smart cities and industrial clusters, with industrial corridors associated with good connectivity.  Indian government is actively focusing on developing specialized skills among the youth, so that they are available to work with the new industrial houses.  National Industrial Development Authority takes care of these aspects.

Many industrial projects have been accorded approvals already in 2014, with emphasis on the environmental aspects like recycling of water, zero discharging of liquids, and effluents treatment.  Innovation and intellectual property rights protection will be taken care of.  Government machinery has been set up complying with global standards and working online.  National institutes are now offering courses related to the above fields.

Sectors having large investments, like Railways, Defense and construction are open to global companies. FDI share has been increased.  Government of India will be a manufacturing partner rather than a permit-issuing and (policing) controlling authority.  Further, for each manufacturer some guiding teams will be provided to the investors to see the set up process through.

We also see that a lot of work is going on in various industrial corridors in the country regarding infrastructure, manpower, executive skills and resources, information high way etc.  Further, Swach Bharat campaign supplements the make in India program.  Transport facilities are improved.  Now the program Digital India gives a lot of impetus to the make in India.  With the image of Indian people, Indian executives and India as a whole improving steadily, I think PM's call for "Make in India" will succeed and we see results in a few years.
