Motion and rest are relative terms because they depend upon frame of reference. A body may be at rest for one person and in motion for another . For eg. When you are travelling in a bus , the person sitting next to you is at rest for you. But the same person will be in motion for a person standing on the road and observing him .

Observe a clock carefully. Note the position of it's minute hand. Wait for five minutes. Again note the position of both. Since the clock did not change it's position, it is at rest. It will change it's position only if someone lifts it. The minute hand changed it's position in five minutes. Therefore it is said to be moving. This way motion and rest are relative.
