1. Till 1980 high birth rates and declining death rates led to higher rates of population.
But since 1981 the death rates continued to fall because of better health facilities
2. Likewise, due to family welfare programmes, the birth rates also started declining gradually. As a result the gap between the death rate and birth rate narrowed down resulting in a gradual decline in growth rate.
