C + D   = 16.8
2 * pi * r  + 2r  = 16.8  (pi = 3.14 or 22/7)
2r( 3.14 + 1)   = 16.8
2r * 4.14  = 16.8
2r  = 16.8/4.14
2r = 4.05 (app.)
 r = 4.05/2
r = 2.025
therefore C = 2 * pi* r
                    = 2 * 3.14 * 2.025
                    =  12.717 cm
