The word secular mainly means right to follow any religion therefore we can agree that India is a secular state as is allowing everyone to follow any religion which they wish to do.

Secularism in India means equal treatment of all religion by state.

With the 42nd amendment of the constitution of India enacted in 1976 the preamble to the constitution asserted that India is a secular nation. However neither India's Constitution nor its law define the relationship between religion and state. The law emplicity  require the state and its institution to recognise and accept all religion, enforce religion law instead of parliamentry laws and respect pluralism....
