Maximum electron holding capacity -
2n²
For first orbit - 2(1)²= 2
For second orbit - 2(2)²= 8
For third orbit - 2(3)²= 18

Total = 2+8+18 = 28 electrons

But, this is not practically possible. According to new digramatic scheme, different orbits are filled differentlymSo, practically only 18 can be filled in them.The next would go into the fourth orbit.

so,2(3)² = 18 is the maximum electron holding capacity.
