Passage of the Pollution Prevention Act of 1990, mandating development of a nationwide pollution prevention strategy, occurred simultaneously with increased pollution prevention awareness across Region 5 program activities. The Act established a hierarchy for environmental management with source reduction as the preferred strategy, and with recycling, pollution control and treatment, and waste disposal, following in descending order.
