Muhammad Tughlaq established a department of agriculture in order to make improvements in the fields of agriculture called Diwan-i-kohi. The department had to find uncultivated land for cultivation and make all sorts of arrangements to cultivate the land. Hence, many farmers were engaged and all seeds and instruments were supplied. Yet the scheme failed miserably, why? Because 1. Even though all arrangements were properly made the land wasn't very fertile.2. Bad planning and lack of experience on the account of officers. 3. Lack of time and attention from Sultan.He couldn't pay much attention to the work and henceforth improvements couldn't be made.
