Given that
 \frac{2 \sqrt{2}-3 }{2 \sqrt{2}+3} = a+2 \sqrt{b}

ON rationalising the denominator of LHS

 \frac{2 \sqrt{2}-3 }{2 \sqrt{2}+3} *  \frac{2 \sqrt{2}-3 }{2 \sqrt{2}-3} = a+2 \sqrt{b}

 \frac{(2 \sqrt{2}-3)^2 }{(2 \sqrt{2})^2-(3)^2} = a+2 \sqrt{b}

 \frac{8 - 6 \sqrt{2} - 6 \sqrt{2} +9 }{8 - 9} = a+2 \sqrt{b}

 \frac{17 - 12 \sqrt{2} }{- 1} = a+2 \sqrt{b}

-17 + 12 \sqrt{2} = a+2 \sqrt{b}

-17 + 2 \sqrt{72} = a+2 \sqrt{b}

a = -17 and b = 72
