Every one hates clutter and defecation. every one hates even the defecation in the open too. But those who do that, why do they do that ?  Did you think of that ?

Those who do spoil the cleanliness of the villages, towns and cities like that are doing so because they have no alternative.  In many villages, there are no proper toilets in their houses or huts.  There is no proper arrangement for the junk and waste from houses to go into a drainage.  The municipality and panchayat may not be having enough funds to build them.  It is possible that officials are not interested in doing such activities.
 
   So the poor people who do that should be educated and be provided with such facilities. They should be organised into a community that can be taught the ways of hygiene.  There should be public toilets constructed in cities and towns where a lot of people visit or gather during the day or night.  Regular cleaning of the sanitation facilities must be provided.

Poor communities must be organized into small welfare societies and they should contribute to their sanitation facilities themselves and look after their arrangements. Government can oversee that those communities will do that.   Many voluntary organisations and NGOs can be asked to help this cause. Also, clean India (swachch Bharat abhiyaan) movement will help and develop into such activities soon.
