Volume flow rate of water into the tank through sluice = area of cross-section * speed of water through it

Flow rate in to the tank = 40/100 m * 20 /100 m * 3,000 m/hour
                                  = 240 m³ / hour

Volume of tank = 120 m * 60 m * 4 m = 28,800 m³

So the time taken to fill the tank = volume of tank / water flow rate 
               = 28, 800 / 240 = 120 hours  = 5 days.
