When a car is moving along the direction towards west, it is moving against the rotation of Earth about itself.  So it faces more friction. So its tires are worn out more.  

Also, the thrust force needed to move a car with a speed v is more if it moves against the rotation of earth rather than when car moves with the same speed v.  That means more fuel is needed and more engine power is needed.
