Forces are balanced means the resultant of all the forces acting on a body is 0. So the net force acting on it is 0. Since force is 0, acceleration is also 0 as acceleration is net force/mass.

If the forces are balanced the resultant acceleration is zero (0) because, if forces are equal , displacement will be caused at same velocity in opposite direction, hence there will be no acceleration.
